European Road Safety Action Programme

The European Road Safety Action Programme is the shared responsibility initiative established by the European Commission Directorate-General for Energy and Transport to help save 20,000 lives on European roads and incorporates the European Road Safety Charter.

The action programme is based on the 2001 White Paper on European transport policy for 2010: time to decide, which sets out 60 practical measures designed to bring about significant improvements in the quality and efficiency of transport in Europe by 2010. Within this extensive report, published in 2003, you will find a detailed outline of the programme aims and proposed methodology to improve road user behaviour, vehicle safety and road infrastructure in order to save lives on European roads.
