Linköpings municipality is responsible for the street network in the city of Linköping and in the towns and villages in the area. This means that the municipality has to take care of the traffic safety problems on 500 kilometres of streets and 450 kilometres of bicycle paths. The municipality invests over 4 million (SEK) a year in traffic safety measures. The investments follow a traffic safety programme for the period 2009 to 2020. The objective to reach by year 2020 is no fatal casualties and that the numbers of seriously injured decrease to maximum 20 persons a year.

We will commit to the European Road Safety Charter with the following traffic safety program:
1.       Today about 27 % of our crossings are designed for speed to avoid serious injuries on motorists. From 2009 to 2020 we plan to rebuild 2-4 crossings a year for better safety, focusing on motorists. We plan to design them as roundabouts, narrow carriageways, level crossings and shared space.
 
2.       Today about 26 % of our crossings are designed for speed to avoid serious injuries on vulnerable road-users. From 2009 to 2020 we plan to rebuild 5-7 crossings a year for better safety, focusing on cyclists and pedestrians. We plan to build bicycle paths and footways that continue at the same level across roads.  
 
3.       We plan to extend the share of bicycle paths where we demand high standard for removing snow (today 86 kilometres) and to shorten the time for clearing the bicycle paths from snow in general.  
 
4.       In cooperation with the police and NGO’s we plan information campaigns to focus groups. In order to get more people to use bicycle helmets we inform pupils and their parents. We also promote "Don't drink and drive" and "Walk on Wednesdays" campaigns.
 
5.       In cooperation with other municipalities and organisations in the area we try to influence the hospitals to report traffic accidents to obtain better accident statistics.  
We will use accident statistics from STRADA, (Swedish Traffic Accident Data Acquisition) reported frrom the police and from hospitals as indicators.
 
The measures will be headed by the Planning and Technical Committee of the Council and will be implemented by the Environment and Planning Department.
