What problem did you address/are you addressing? 
Unsafe (road-)behaviour in urban areas (speeding, parking, schoolzones and more).
What are your objectives? 
Gain traffic to road safety report system (www.meldpuntveiligverkeer.nl).
Citizens reporting unsafe road situations. (Target: 6.000 reports in 2016)
Citizens involvement for road safety measurements with regard to behaviour (Target: 1.000 groups)
Offer practical tools, standarized campaigns and volunteers to help influence road safety behaviour localy (10 standardized actions).
Encourage citizens to keep road safety on top of mind in neighbourhoods.
Reward road safety group by labeling them (Buurtlabel Veilig Verkeer). (Target: 110 groups labeled).
Describe the characteristics of your target audience 
Express concerns, take up responsibilities for their own traffic behaviour, participate localy and act out of public support (as group).

Phase 1. Communicate and brand Road safety Reportsystem (www.meldpuntveiligverkeer.nl) nationwide.
Phase 2. Collect road safety reports from citizens.
Phase 3. Challenge and motivate citizens during report proces to get involved in road safety measurements regarding behaviour.
Phase 4. Offer practical campaigns, actions and tools to ensure citizens to participate localy (self-reliant or under guidance).
Phase 5. Encourage citizens to keep road safety on top of mind in neighbourhoods for longer period (minimal 3 years).
Phase 6. Monitor and register all road safety actions and campaigns (Buurtacties Veilig Verkeer).
Phase 7. Evaluate individual actions/ campaigns the participating groups through on-going surveys.
Phase 8. Share and communicate results with authorities (national, regional and local) and policymakers to enable them to analyse and determine efficiency and impact.
